-possible porting? -varying temperature/heat soak on given dyno day? -varying compression numbers (overall engine health)? -varying ethanol content in the blend of E85 on that given day? -top car has adjustable cam sprockets. cam timing is more expensive and dependent on the amount of time the customer is willing to pay to get them optimally tuned. possibly not tuned to full potential -top car has 3"-2.5" exhaust while bottom car has full 3" as you pointed out -bottom car uses Selin translator while top car uses Apexi Neo. -bottom car has bigger throttle bodies (and likely ported plenum to match)
